I have the honor to acknowledge
the receipt of Your Lordship's letter No. 165, of the 29th of last month, giving cover to Memoranda drawn up and submitted by Major Aldrich commanding the Royal Engineers
on a variety of subjects, connected with the Military Defences of this Island.
Viewing Major Aldrich's plan in
a Military light as purely
a measure
of defence, I am quite ready, so far
as my judgment extends, to concur
with Major-General
